Set a few conventions teams can enforce: package naming, entry points, test layout, dependency rules, and ownership. Create shared libraries only after compatible reuse appears, with a maintainer and compatibility policy.
Measure success through change lead time, dependency upgrades, and the number of components touched by a feature—not the number of folders.
